I'm pretty sure there are different degrees that you can move at the speed of light.

When he's using that mirror move that reflects of items and get there instantly (what he did to Apoo), that is when he moves at the speed of light.

When he was sword clashing with Rayleigh <---Did not move at the speed of light at all.

So if he's fighting Rogers, Rogers will be winning of reflexes and counterattacks.

Since he hears the voice of all things (which is another word for omniscient) he will be able to make the first move before light thinks about attacking certain areas.
