Vergo clearly has leadership skills as he made it to Vice-Admiral and had command over lower ranking officers.

And? He was still in the army because he spent 15 years as part of it, and the raid happened 10 years ago, half a decade after Vergo left and joined the Marines. He wasn't in Dressrosa, it's not rocket science.
