A- nah, it seems pretty convoluted to say that is a way for him to keep up w/ the best mass shadow clone user bar naruto
B- well the earth is round, so eventually he''ll stop creating distance with meaningless bones, or run into a body of water forcing him to stop spreading them. he wont reach hiruzen nor push him off the edge of the earth.
And its not like hiruzen won't be covering his tactical retreats w/ lively, layered attack patterns to dissuade Kabutos' potential spam of it.
