Sasuke probably has the best potential if the sharingan does copy exactly as it said, alongside the rinnegan ability to learn the basic elements; Sasuke's true potential probably eclipses Naruto. Although Naruto skews this with his bijuu and shadow clone training regiment so it probably evens out sort of.

You're talking about strength, and natural talent. When I say potential I'm talking about drive, ambition, the urge to better oneself, etc. And Sharingan can only copy what the user is capable of doing, not everything. And Naruto was able to own Nagato, why not Sasuke?(I'm aware Sasuke is stronger than Nagato, but Naruto is stronger now. And he's surprised us many times before).
