Which anime has more villians Naruto or Dragon ball Z

we are just talking about normal dragon ball z and naruto shippuden.
because in my opinion i think they both have around the same number of villians also we have to consider hidan and kakuzo as the villian since they never became good or persuaded by plot no jutsu.
but radically the numbers are pretty much equal

raditz
nappa
frieza
cell
majin buu(super buu, kid buu,buuhan etc thats all the same one villian)

and yeah no movie characters like janemba, garlic jr, tarbles etc

also group villians such as the ginyu force can be compared to sound four ninjas so dont bring them up.

There are multiple villains in DBZ due to the fact that they can come from different planets. In Naruto there are about 17 or 20 villains max

a while doesnt count as a villian vegeta is an anti hero, and in the end he even aknowledged that goku was stronger than him.
but i guess he kinda wanted to become a villian after just watch super saiyan 2 majin vegeta vs goku fight he was pretty much wanted to be the bad guy, but after he defeated goku or atleast goku let vegeta defeat him, he sorta lost his motivation to be ruthless anymore so he became good again.

the only characters that could be considered villians are the ones who didnt change or remained evil until the end.

Hmm there's roughly 2-5 ish "villains" in Naruto imo. I don't consider someone who was made a villain by a circumstance or something, someone like Hidan is someone I would consider a villain, a person who truly did what they wanted because they felt like it, not because they were wronged into doing it, or something. I mean what reason did Frieza have for destroying planets bar conquest?

most of these characters you meantioned arent even villians? didnt you read the thread i meant literal villians that never changed, not those wonna be villian that pick and choose sides later, like vegeta, android 18, evil buu(fat buu isnt evil) android 17 is a park ranger so hes not evil.

yeah i think dbz has more villians since most of the characters that goku fough that were trying to destroy the earth had no character plot, they were just evil until they were killed.
king cold, frieza,android 19,android 20, cell ,ginyu force, evil buu not the fat one, babidi ,raditz,nappa

naruto only has hidan,kakuzo,kisame,madara and kaguya that never became good so therefore they can be classified as villians
