It's not supposed to. If you've even remotely been paying attention to the managa since Chapter 2, you'd know that they don't consider each other best friends in the sense that "Hey, let's go play outside at the park! Come on, buddy!"
They consider each other best friends because early on, they were the only people they felt they could relate to. Naruto and Sasuke both thought they were completely alone, without even anyone to relate to. That is, until they met each other.
It's that bond formed by actually being able to relate to each other's pain that makes them best friends. After all, the only bond stronger than love, is pain.
I felt I had to point this out, because some people just don't understand the manga.
