Where is this whole "Manga ending at chapter 700" coming from?

I don't think so, it's too hard to say. I doubt the Naruto-versus-Sasuke arc will last only 6 more chapters, and Kishimoto might add a couple chapters devoted to an epilogue rather than just one.
