I would give my assumption on all time VCs (excluding the ones that we really don't know nothing about) and my assumption how strong they were at the time when they were VC.
List:
1. Sosuke Aizen (at the time when he was VC)
2. Renji Abarai
3. Rukia Kuchiki
4. Chojiro Sasakibe
5. Gin Ichimaru (at the time when he was VC)
6. Hachigen Ushoda (at the time when he was VC of Kido corps)
7. Kaien Shiba
8. Shuhei Hisagi
9. Mashiro Kuna (at the time when she was VC)
10. Rangiku Matsumoto
11. Lisa Yadomaru (at the time when she was VC) / Nanao Ise
12. Izuru Kira
13. Tetsuzaemon Iba
14. Hiyori Sarugaki (at the time when she was VC)
15. Momo Hinamori
16. Merechiyo Oomeada
17. Nemu Kurotsuchi

- Sosuke Aizen and Gin Ichimaru during their days as VCs were still captain level. Since, you first need to become material and then become captain.
- Visoreds are my assumption. Their current strenght, minus masks, and some of their shinigami powers.
- Nanao Ise is high on the list because she is VC with just her kido skills.
