obito declared war on all 5 great nations so all the death of the 4th great ninja war are on him, an entire village was inhahilated during war, the mist anbu blackups, obito at least has 40 000 deaths on him.

kaguya must have killed a lot of people too but we just dont know how many.

madara wiped out the division of the gara and onoki plus the deaths he cause in hashi´s time.

If Itachi was smart, he would have used Shisui's eye on Fugaku

• Shisui's eyes were not usuable at the time.
• It would have been a temporary solution. The Uchiha wanted to rule the Leaf and Danzo wanted them gone.
• In all likelyhood the Uchiha would have replaced him as leader just as was the case with Madara when he began ordering they leave the Village and the entire Uchiha Clan disagreed.
