The Neutralizer changes reality itself. It is not ninjutsu or any form of ninja arts. The Neutralizer is action at a distance with nothing to connect the dots; its magic. Its the power of gods to make something out of nothing and erase that something as well. Do not compare it to something like Yata Mirror.

Ok so this is the mentality of those who didn't bother understanding the series. Hiruzen knew all jutsus in Konoha and had all 5 natures to use them, fine. But Yata is an ethereal artifact used with Susanoo, which is a Kekkei Genkai technique. How the flying duck could Hiruzen use a Kekkei Genkai technique?

Hiruzen's Neutralizer isn't an attack, so Itachi's Neutralizer can't stop it, so Neutralizer neutralizes the Neutralizer.

So Itachi often times fights people weaker than him or are handicapped, runs away from others that pose a threat, and gets help against stronger opponents.
