How does the scan suggest that madara had a better chance than hashirama? BZ simply said he knew madara could do it because madara was the one who wanted to awaken it. Hashirama probably had no knowledge of the rinnegan. The fact that black zetsu approached both trans-migrants proves that either trans-migrant had an equal chance of awakening the rinnegan.

Nowhere its said you need to be an Uchiha or Hyuga to activate the rinnegan. Ashura and Indra chakra is enough

So yeah, Hashirama should be able to do that
