This is just the beginning. In many fighting anime( e.g DBZ) most fighters don't start at their full power. As the fight gets tougher naruto will use RM.

Kishi obviously showing that Naruto can compete with sasuke in base, but will gain the upper hand when he enters RM mode.

Just look at the Madara vs Hashi fight at VoTE.

Madara was above base Hashi, but Hashi was still able to compete with him despite going against Kyuusanoo.
Then when Hashi went into SM, he was obviously above madara at that point, same goes here.
It's basically foreshadowed since they're at VoTE.

It's not farfetched.

Naruto will be in base for a couple of chapters, then when he knows he can't win unless he uses RM, he will enter it, then it'll turn the tables and sasuke will be on the losing side.

I did, and if base naruto can keep up with sasuke, they are about equal with sasuke having the edge, which means naruto doesn't need rsm, his regular sm or bm beats sasuke, which means we( mostly naruto fans) wouldn't get to see the full power of rcm, which means it would be a let down for most people and a disappointment
