That would mean possibly, however in this context maybe does show a sign of change. Before, Madara was dead set on his goals and spent decades upon decades trying to achieve them.

Silliness, no one would want to live under a rule of a uchiha like Sauce (non reformed) obito or madara.
Can you imagine living in militant state that used the greater good for its excuse for everything? Imagine you were not even a shinobi or anyone of note, and Lauwd Sauce decided because a certain bloodline developed in your community and it would pose hazardous to His regime or cause to unbalance things, it was wiped out. You, your family, friends... If a man is willing to kill his own best friend... just incase? what would save you...?
Another scenario: Your village has had drought, crops are failing and food resource there is down 30% and will leave you with no local surplus. Because the greater good calls to keep another village well fed due to what they add to the regimes military strength (you know have to contend with the imperial country attacking for rebellion and succeeding from ninja servitude) your village children starve, the love of your life wastes away and does not survive the winter... and there is nothing you can do. You can't even raise your voice...

Not at all these are real life senarios that have played out in real life. I'm not character bashing here, I'm attacking this sort of ideology of Ends justify the means. They do not, have not, or ever will.
The question I pose is would YOU want to live under such a regime?
Forget that its your favorite character for a moment, and consider what someone with this ideology and the level they will go to, to make it happen.
Saying no, does not change how good or bad a character is, nor does it devalues them, it simply means even though you like a character and thing they are the badest thing on two fictional legs, they might not be the best answer to change or leadership.

Actually,Madara wasn't like that.He still wanted peace and to help anyone. But he realised from the get go that it was impossible. Thus he got to the conclusion that there can only be one true peace.
