A strong spirit bomb takes longer to form than a tbb so the Bijuu would win in that fight since they'll fire their attack long before a good spirit bomb is made. Depending on how much energy the spirit bomb has, it can either be weaker, even or stronger

I donʻt think any tailed beast ball fired in the manga would comes close to the tiny genki dama that was used on vegeta, nevermind the mountain-sized one used on frieza and up.
