Those that control this power, will be a God.

Madara's Case
Madara awoke the Rinnegan at a very old age, yet as a old man he was show with having the Rinnegan awaken all the time we saw him with it. The Rinnegan was later given to Nagato, then Obito before being returned to Madara. As a Edo Tensei, Madara showed the ability to shift between his Sharingan and Rinnegan at will, a ability that he never used after becoming a human.

Nagato's Case
Nagato was the first character we saw that used the Rinnegan's abilities, and we later got to know that the Rinnegan was never his to begin with. This was the reason people believed that Nagato was never able to deactivate the Rinnegan he had, as he never awoke it.

Sasuke's Case
Sasuke recently awoke his own Rinnegan, a unique one at that. However, when he was shown outside of a battle (waiting for Madara and Black Zetsu to return) he was closing his eye that contained the Rinnegan instead of just disabling it. People assume that this was because Sasuke either had a drawback to deactivating it, or that he just chose not to as Madara could return at any time. However in the latest sketches of the new movie, "The Last" Sasuke is still shown with his Sharingan and Rinnegan activated.

Hagoromo's Case
Hagoromo most likely had the Rinnegan from birth, though it was said that he "awoke" it by Black Zetsu. He probably meant that Hagoromo naturally had it, and awoke it at a later time in his life. (As a natural part of his life, like the Sharingan for the Uchiha) . However, even after his death he was shown with the Rinnegan activated. (He was also a peaceful person, the Rinnegan is a weapon of war.) There is no reason for him to have it activated when he is outside of battle.

Conclusion: Those that awaken the Rinnegan cannot deactivate it.

Now hold your hats until I have explained this conclusion!

We know that the Rinnegan and Sharingan drains the user for chakra while they are activated, so there would be no reason to have it activated outside of a battle unless you have a immense amount of chakra/high quality chakra. Otherwise, people like Hagoromo should have disabled it to spare his chakra (prior to sealing the Juubi within him) as it would have drained him for chakra and he is a peaceful person.

Now, it may be that the Rinnegan doesn't drain the user for chakra while activated like the Rinnegan does. (That was never really confirmed anywhere I think.)

Now there has been a single person who has shown the ability to swap between the Rinnegan at will and that was Madara Uchiha when he was still a Edo. (Though after activating it once he never deactivated it.) This may be a improvement to his Edo Tensei that allowed him to swap between them. Or it may be that his Edo Tensei allowed him to "reawaken" the Rinnegan at will as a way to hold it back from the fans.

When Madara was alive, and after activating the Rinnegan once as a Edo, he was never shown deactivating it. (It remained active, yet he gained access to his Sharingan Abilities as shown when he uses Perfect Susano'o with the Rinnegan activated.) He most likely had access to his Sharingan abilities as its only the Sharingan that shows the evolution, its their chakra to manifests its powers. (So as long as they have chakra after reaching Mangekyou level, they can still use its powers as shown when Madara preformed Susano'o without his eyes.)

Second Conclusion: No one (including special cases like Edo Tensei) has show the ability to deactivate the Rinnegan at will. Meaning that it is most likely impossible. (This goes for everyone of them, including Sasuke's.)

You forgot to explain why it can't be deactivated.

First of all, that wasn't the point of this thread. Secondly, that point is still open for major speculation. (That and I have no decent answer to that.)

Madara can use susanoo in any state after awakening his MS , but he still have to switch to sharingan to use the rest of its power.
Sasuke can use his MS abilities with his rinnegan activated because his eye is special . the fact that the eye has tomoes may symbolize a fusion of sharingan and rinnegan powers.

I don't really think madara's 'eye-switching' was only possible in his 'enhanced' Edo state . imo other rinnegan users don't deactivate theirs either because it's necessary (in combat) or it's just for the sake of character design.

So, that is why Sasuke turned off his Sharingan at a young age? Because his Sharingan wasn't cool enough yet? Or was it to save chakra?

Madara probably able to switch from EMS to Rinnegan becuz he had to reawaken his rinnegan. Kabuto brought back Madara at his prime (before he achieved Rinnegan) and upon gaining the Rinnegan Madara went to question Kabuto as to what he did to his body. Madara got the answer to his question when he looked beneath his shirt and discovered he had Hashirama's DNA and then proceeded to test out Mokuton

sasuke indeed did that to conserve chakra . Nagato didn't because he's not the original owner . (not mentioned in my first post) Hagoromo is the one who doesn't deactivate it for the sake of character design . hagoromo , from the very start , has been portrayed to be the first wielder of rinnegans , hence rinnegan is essentially a symbol of hagoromo himself ,which is also how naruto identified him .

but it could also be the case that Hagoromo was just 'born to have rinnegan' , hence he can't switch to any other state.

last but not least , just because we see sasuke with his Rinnegan activated in The Last doesn't mean he can't deactivate it . it's like saying he can't deactivate his right sharingan .

Then explain why Sasuke decided to close his eye (like Kakashi) rather than just deactivating the Rinnegan for the time being. He decided to limit it field of view, without any reason for doing so if he could deactivate it.

like you said , there may be a drawback . maybe it takes longer time to transform .

Then as I said in the opening thread and you just confirmed. There are at least 2 possibilities, though I've come to the conclusion that them being unable to deactivate it is the answer.

fine . after all , this conclusion requires less explanation (you will need to explain how madara was able to switch , whereas you would have to explain why the rest didn't switch if you chose to conclude that rinnegans can generally be deactivated)

I said that Madara's activation of it most likely has something to do with his Edo Tensei.

yea , and this is the only speculation you have to provide , otherwise you would have 3 speculations to make

It also happens to be the most logical and the one that is most backed up by the manga.

it seems so . but would that mean revived madara has lost all his sharingan powers (bar susanoo)? it'll really suck if that's the case
