Not going by his hype as one of the strongest. Going by his feats.

He was able to use all 5 base chakra natures. This was a feat only rinnegan users were shown\said to have. He did it and matched the speed of the techs Guruguru used with his golem.

He mastered the shadow clone jutsu enough that he could not only clone himself and use RDS to catch two former hokages, but his giant shuriken. Havent seen anyone else do that to that extent. ( I may have missed it).

With his enma staff he was one of the first to break a root from the Shinju tree and saved Naruto. Thats his strength past his prime.

Mind you, these feats are while he isnt at full power. Nearly there. He's underrated and overrated. Can he just be... you know.... rated? No prefix to it. Put him in the middle

With feats yea he pales in comparison to them. They were landscape changers. In his youth he may have been at Tobiramas level at best. Hashi and Madara are the two strongest Shinobi (WITHOUT SAGE CHAKRA ENHANCEMENT)

Yep. Constant battle only sharpened and strengthen them. I mean they changed the landscape of their battle. Incredible power.
