Sasuke is becoming like Maximillian Robespierre in thinking that becoming the object of fear and hatred will lead to peace and prosperity, ultimately it lead only to a bloodbath, including his own.
"Let terror be the order of the day!" - Robespierre
When Sasuke dies, hatred will not die with him since new hatred is born out of the continual cycle of existence, people will still find other things to hate long after he's dead, his death will kill all hatred focused on him but hatred itself will not be abolished, only continuous love can allay hate, love itself is a continuous cycle.
Ultimately what Sasuke is trying to do is a temporary and violent solution to a perpetual problem, you reap what you sow, sowing hatred will only lead to new hatred, nothing will change, only ruin and desolation is left on its track.
Because man is mortal, an ideology that begins and ends with the man dies with the man, Harboring all the hatred in the world by becoming the very object of that hate is futile and transient for it leaves no enduring legacy beyond the man himself.
Love is the ultimate Panacea to hate, a leadership based on love is the demonstration of a character worthy of emulation and inspiration.
"When the tree leaves dance, one shall find flames. The fire's shadow will illuminate the village, and once again, tree leaves shall bud anew." - Hiruzen Sarutobi
It is the legacy of love that endures long after a leader is dead, that is why the previous generations pass the torch to the newer generation, because even if the person is dead, the legacy inspires emulation to the successive generations, making it enduring and lasting. That is what Naruto strives for:
It is Naruto's fire that will purge Sasuke's darkness.
