Every Futon Temari throws is countered by Nejis Air Palm and I think they are equally powerful, Temaris has a greater AOE effect but Nejis is a lot of power compressed in a linear shot and I think both attacks will cancel each other out.

Her weasel summoning will just be countered by Rotation but Neji ain't blitzing her face to face where she can see him, nah, not with that big ass fan in hand, fuck around and get his ass smoked.

I can however see him winning due to the location being a forest. He can hide yet still see her with Byakugan. He will always know when she about to attack due to him seeing chakra build up and if enough dust and debris is kicked up, which it should considering her crazy Futon and his Air Palms he can take advantage of her not being able to see him and swiftly get her blind spot with 64 Palms and defeat her.

Her Futons damage spans out over an area but Nejis Air Palm is compressed in single blast. Her Futon would be weaker as its spreading out towards Neji but all his power is in one shot that can at the very least parry it but if you can prove otherwise, he still has Rotation and Full Body Blow so no Futon is hitting him.

Based on feats they literally dont compare. She took down a forest, her wind cuts in half, air palms best feat would be pushing Kisame and Zestu back.

Neji will still always be at the disadvantage, he has absolutely no way to make up the distance and rotation will keep him in one spot defending himself.

Neji is significantly faster than her though. So saying he'll be in one spot must be a joke, unless your assuming she spams Futon repeatedly non stop. Neji just monitors her chakra levels and when she drains he swoops in for the kill. His stamina is higher than hers also so he outlasts her anyway.

Neji can't close in with such a bias Distance even if does have Byakugan.
No Airpalm of Neji is capable of Cancelling out any of Temari Futon.
Seeing 30% Kisame Clone Tanked it Handily while One Futon from Temari Chopped 3rd Raikage's body to shred's.
Rotation can only keep alive for so long.
Once she Uses Wind Cast Net I doubt Neji can react to such Piercing power.
Seeing he had trouble with a few Wood Pikes.
