That's fan-fiction. Nowhere does is suggest that Naruto has the capability of having both seals at the same time. Hagoromo did, sure. But he's of Ōtsutsuki blood and of Kaguya's direct blood.

if i read the context of his statement correctly, Hagoromo pretty much said he could have just easily have given all of the power to seal Kaguya to 1 person.
