Not every Uchiha even awakened the sharingan. So yes, it's a power-up. Then there's the curse mark, itachi programing the mangekyou into his eyes, karin's healing abilities, etc.

Hashirama cells too and by ur logic then ninja and using chakra is power up not everyone in the world can do jutsu so yea it's a powerup

Because you have to level it up that high? You don't start out with 3 tomoe, it starts with one or two like Obito's and Sasuke's did.

CM pill (boost his base stats and gave him CM lvl 2)
Drugs or forbidden jutsus (Tsunade said Sasuke's grow speed wasn't normal)
Sealed Orochimaru inside himself (gain white snake healing power plus Orochimaru jutsus that he never used after losing Orochimaru)
MS (Itachi planned to die by Sasuke's hand so he would gain MS)
EMS (Itachi left the for Sasuke after planning his death)
Hashirama's chakra and jutsu to bind Madara
Hashirama's cells
Hagaromo's Yin chakra which gave him Rinnegan

Naruto:
Kurama (gives him access to KM and BM)
SM
BSM (combination of powers he already have)
Other 8 Bijuus chakra (I count as one because he couldn't gain their powers until he had all 9 of them so gain use all at once)
Hagaromo's Yang chakra which gives him the truth seeking balls
