Although most of Kaguya was sealed in another dimension and is the empty shell known as the Gedo Mazou, There is still one thing that everyone conveniently leaves out or has long forgotten b now.
Remember back in chapter 659 when Madara summoned the Gedo Mazou, I.E. Kaguya/Juubi's empty shell from Obito's body? Kakashi used his Kumui to try to teleport the Gedo Mazou into the Kumui dimension only for him to teleport the right arm of the Gedo Mazou's right arm into the Kumui dimension.
Since the Gedo Mazou is the empty shell of the Juubi I.E. Kaguya, the Gedo Mazou's chaka is in actuality Kaguya's chakra. And if Kaguya is anything like Orochimaru in the sense that she can inhabit other parts of the Gedo Mazou like how Orochimaru can inhabit other people's bodies via the curse mark like how he did with Anko, then it is safe to assume that Kaguya can be revived in a similar way.
Thus if anyone in the future is to have access to acquire Kumui, then that person could easily teleport the ripped off arm of the Gedo Mazou and extract a portion of Kaguya's chakra as well along with giving her a zetsu body that will obviously take on her form since Kaguya will be the one in control of the Zetsu body at this point and there you have it! Kaguya is fully revived once again!
Although, she will never be as powerful as she used to be of course! 
After that, all that Kaguya needs to do at this point is convert her new Zetsu body into flesh! =D
Side Note: On regards to the last sentence. It's safe to assume that Kaguya could very well turn her Zetsu body into flesh, given that she is the progenitor of all chakra and we didn't even witness most of what she could truly do. Besides, if she can create dimensions, then she can most certainly turn a zetsu body that she would inhabit into a normal human body.
Side Note 2:On top of that, remember that Obito left behind a lab full of Sharingans, so anyone could acquire the Sharingan and activate the MS and use the Kumui to do this. So there you have that.
So what do you all think? Do you think if Kaguya is revived this way that she will still be up to no good? Or will she finally just wonder the world and live in some house in the wilderness for the rest of her mortal life and realize that her method of achieving peace was wrong? OR will she decide to reside in Konoha and eventually realize that her son Hagoromo was right and try to apologize to Naruto for the damage that she had caused?
