Sasuke only copied Lee's taijutsu which uses speed, Sasuke didn't go through the same training Lee had which is why Sasuke got tired fast from not building up his stamina as Lee pointed out

A ninja can increase their speed by either training their legs or using chakra to enhance their speed. Sasuke used chakra to increase his speed against Haku and Sakura did against Ino for that short burst of speed.
Naruto's skills seen to grow no matter the training he does because he applies it to his fighting style in some sort of way. Naruto have been seeing top notch ninjas fight while Sasuke was on coma for like a month so his eyes could have grown accustom to trying to track higher speed and/or he applies chakra to increase his speed. I do agree that Kishi messes up on their improvements since Naruto does increase his other skills while only being trained in one skill set. Example: he trained to learn FRS which is all chakra control and Kakashi says Naruto is now equal to him or surpassing and that's with his FRS at about 50% completed. Could be that he did off screen training as well but we would have been gave a glimpse of it as we were when he was training to master FRS in SM

Because I remembered when I first watch that episode, I was expecting sasuke speed blitz naruto with the speed that naruto didn't have(obviously the same speed that got naruto so jelly); however I knew sasuke would be equal to naruto in speed. How I knew?? Because he's the mc and his ninja way will never fail. He always pulled that crap before, but this time on roof with out any nine tails power at all
Kishi failed hard at developing characters fighting abilities through out this manga. I able to see it clearly the lack of focus and work for that depaŕtment.
but I have to admitted that he is good at story telling and strategy making, that just all
in characters fighting development I see Toriyama is best and also Oďa, Kishi is far behind
in story telling, Oda is best follow by Kishi where Akira is far behind in shonen categòry

Ok, that mean marius pudzianowski is faster than Usain Bolt because his strenght is far above Bolt or Choji is faster than Lee because his strenght is above lee. Are you sure about your logic

Sasuke spent 2 weeks to get that speed with his great talent as a genius; however naruto catch up in that haxxed speed by learning rasengan and summoning???
