There hasn't been anything like Kotoamatsukami, a genjutsu so mind controlling powerful that the victim is totally unaware he/she is being manipulated, and think they're doing everything by their own free will. Itachi's tsukiyomi wasn't on that calibre, people like Orochimaru, Kakashi, Naruto, and Sasuke all knew they under his genjutsu once casted. Orochimaru tried to release himself, if not for Itachi making him server his own hand. One thing Itachi gets credit for is initiation of the genjutsu, he doesn't have to look victims straight in the eye to cast it. But shisui was noted to cast genjutsu several distances away. Ranking Uchiha genjutsu users goes like this.

1. Shisui
2. Sasuke (glancing 9 bijuus into a genjutsu)
3. Obito (genjutsu'ing a Jinchuriki for years to do his bidding)
4. Itachi
5. Madara (hasn't been show using much genjutsu, just uses brute force)

And by the way KA cool down time is too long (9 year's or so ) and going by your logic KA belongs to no one cause shisui couldn't use it and itachi didn't even know how to activate it untill later so it's on the same situation as IT lol

No, you can't. He needed 9 bijuus, Senju DNA and a whole lot of time. He couldn't cast IT without those. Shisui could cast KA instantly, and remember, it was KA that broke Itachi's edo. Shisui himself did not have a decade cooldown, The 10 year cooldown comes from being in a crow, not a human body.

Not in my mind, manga clearly states this. You admit KA is the best genjutsu tech, but who was it that brought that form of genjutsu into existence?
