Couldn't fathom it well too but perhaps it was to show Pacifista as not an ordinary robot which only comprised grease, mechanism or something. Anyhow, it's the great Vegapunk's work, kinda impossible for us to understand what a genius like him, whom could think of technology 500 years in advance than average people, managed to do

2. Naw, imo. Ya know it's kinda hard to flow if his blood is rubber too. Luffy can't even use Gear 2nd as fast as now or it would've been bouncing or plasticise here and there whenever he bled if the blood was a rubber. Any liquid within his body perhaps wasn't affected by his df rubber trait.

And because blood is liquid, I don't think it would make it rubber. It spills all the time in battle.
