That omits a lot of people. We're essentially talking about an improved Hebi Sasuke without his Sharingan. I'd say he probably falls in the lower end of the top 25. Most of Kages and the Akatsuki can overpower Sasuke in base. The Sannin are probably better in base too.

Probably. Restricting him down to fire sytle, kinjutsu(?)-sword, lightning style, and his current speed he should still be deadly. Although without sharingan not sure on him using chidori.

Nah he can't beat Base Naruto without sharingan. U_U
Naruto still has shadowclones, Odama rasentairengan, FRS, summoning, etc.
Base Naruto is often underestimated!! U_U
