The fact that he wants to kill the Kages and anyone who stands in his path means he's taken Indra's/Madara's route, or in irl semantics, tyranny or dictatorship. That being said, his very own way of achieving the Hokage title/seat/goal, is established on acts of terror. The Kages need to be eliminated for the future of the countries. Your examples are false, as the villages imitated Tobirama's system and thus, the current system is fairly new. Madara was (supposedly) dead by that time. Hence for any predecessor to try and over-throw any elaborate dictatorship is fiction.
I have never even heard of Indra endeavouring to overthrow any governmental set-up, when his feud with his brother was fairly personal - it was on the issue of inheritance. Where does your current thread stand then? It's a pile of conjecture and thus doesn't hold much merit.
