The difference is that Franky was the only one with a bounty in the Franky Family, so once he left them they were safe. But the Barto Club has another member with a bounty besides Bartolomeo. So if he left them they would get slaughtered in the NW.

Good points, we don't know if Bartolomeo will join or not, but Barto wants to join himself, so he should be aware of the fact you mentioned more than any of us

His involvement is too small to become the next nakama, not to mention that he views them all as his superiors and not equals. He doesn't need to join Straw Hats because he has a different, quite significant role: he shows that Luffy has begun to inspire other people to become pirates.

No it's not. Barto was clearly introduced to show that the SH's are getting followers, and will eventually have close allies. Barto will be one, and thus fullfill his dream.
