Minato destroys him.

Tobirama here has only clones, water jutsus, and sensing.

Minato has clones, sensing, summoning jutsu, superior speed and reaction, sealing jutsus, Rassengan..etc

Bunta solos, no where to hide or run from his size. Food cart destroyer tramples.

Tobirama stomps. He's way too versatile for Minato to handle with Hiraishin restricted.

I think if ET is restricted then restrict summons for minato as well

Is S/T barrier restricted as well?

Minato wins anyway. Without Hiraishin, Tobirama would have difficulties to evade Minato's shunshin

Oh, no summonings.

Then it comes down to just pure speed and who can land their attack first. I'm guessing both FTG slash and space time barrier are restricted.

Water techniques are useless, seeing as they're easily evaded (I remember Kakashi side stepping a fireball jutsu lol). Rasengan is still there, which makes minato more dangerous in CQC, since he can form then in an instant. And the superior body flicker just makes things easier.

Tobirama wins due to him having more chakra. Minato may possibly be faster but not to a point where it will make much of a difference once the clones comes out Tobirama wins.

Tobirama wins, the only inferiorities between the two would be FTG and shunshin. Now it's only Shunshin, which is easily reacted to, when Juubito's was. Minato's shunshin feats aren't what people make them out to be, sure, he has the hype, but by feats there is nothing putting him anywhere near 'unreactable' speeds. Tobirama reacts every time, with his superior reaction speeds and excellent sensing skills. He has a longer range to strike first given the sword he wields. He has long range jutsu [ ][ ][ ], which Minato lacks. He has superior chakra in both quantity and potency as shown when he creates 2 clones in the barrier, and Hashirama creates 6, implying 1/3rd of Hashirama's chakra. His intelligence is beyond that of Minato's, and is always quicker to act. All in all, Minato would lose this fight high diff.

Minato wins. He can enter SM for a couple of seconds that will boost him to land a devastating blow to tobirama.

This pretty much,
Tobiramas reaction feats and striking speed are superior to Minatos if we go by feats,
his use of shadow clones along with kenjutsu and the fact that his reserves are superior would definitely give him the edge,

This all comes down to who wins in CQC and since Minato forms large Rasengans ( ) almost instantly he plows through Tobirama's sword and his armor and blows him up.

I don't think Minato would be entering SM with no distractions.

OT: Tobirama takes this.

Minato is never making SM, Lol. People be giving Naruto's SM preparation time to Minato because they can.
