Minato wins anyway. Without Hiraishin, Tobirama would have difficulties to evade Minato's shunshin

Tobirama wins, the only inferiorities between the two would be FTG and shunshin. Now it's only Shunshin, which is easily reacted to, when Juubito's was. Minato's shunshin feats aren't what people make them out to be, sure, he has the hype, but by feats there is nothing putting him anywhere near 'unreactable' speeds. Tobirama reacts every time, with his superior reaction speeds and excellent sensing skills. He has a longer range to strike first given the sword he wields. He has long range jutsu [You must be registered for see links][You must be registered for see links][You must be registered for see links], which Minato lacks. He has superior chakra in both quantity and potency as shown when he creates 2 clones in the barrier, and Hashirama creates 6, implying 1/3rd of Hashirama's chakra. His intelligence is beyond that of Minato's, and is always quicker to act. All in all, Minato would lose this fight high diff.

Tobiramas reaction feats and striking speed are superior to Minatos if we go by feats,
his use of shadow clones along with kenjutsu and the fact that his reserves are superior would definitely give him the edge,
This all comes down to who wins in CQC and since Minato forms large Rasengans (You must be registered for see links) almost instantly he plows through Tobirama's sword and his armor and blows him up.
