It depends what you define as bad. Madara technically did what he did for a good cause. He wanted world peace. But you can argue that the way he wanted world peace was bad. You can also argue that Naruto is the bad guy if you want. It's all about perception.

They sort of did, until Tobirama made them into the military police, 9 tails attack, and then the massacre. Wonder if Madara never left/BZ intervention (not sure how he manipulated Madara to leave the village), would the Uchiha had ended up that way.
