Yes Naruto can use both Yin and Yang release.
People who say it is related to Yin and Yang parts of Kurama are wrong. That's completely different. The Yin and Yang are just two halves of Kurama and do not relate to the Yin and Yang release used in jutsus.

But Naruto does have Yin-Yang release since he can use the TSB.
Although, Naruto only has the Yang seal while Sasuke has the Yin Sea. I am talking about seal, Sasuke doesnt have Yin Release.

Having their Chakra separately does not equate to Naruto in any way, shape, or form having the Juubi's power, or capabilities.

Naruto has these abilities: SO6P senjutsu ,yin-yang release, and all five nature transformation. That was glaringly obvious when he was given the sage of six paths senjutsu ,and had his own gudodama. The gudodama requires all three aforementioned abilities to work.
