Every teleportation technique is different, Hiraishin escapes all, Obito goes intangiable with Kamui whilst Sasuke's doesn't do either.

He was indeed the strongest. Ay thought no one could surpass him and Minato's death made him question himself a lot. He couldn't even believe he lost to Kyubi to the point his only explanation on the matter was that he likely underestimated him until he learnt Madara(or rather Obito) was behind it and eventhen like Minator93 says, he wasn't even forced to die back then

You know Obito can't use genjutsu when phasing right? He teleports his head in the other dimension to dodge the kunai, so how can he cast genjutsu if his phased head is in the other dimension? I believe Minato calculated on that. Not to mention that now that we learnt he is a sensor, it's perfectly possible for him to also have counted in the possibility of checking his build up of chakra during that instance that would make him aware of any attempt of genjutsus. That passage was more complicated than you think it was

Manga scan or GTFO, he used izanagi (genjutsu) and outer chains while phasing U_U

No sensors have sensed incoming genjutsus, its not amaterasu that takes huge chakra build up and as i already mentioned with izanagi Obito would have nothing to worry about, but that to was restricted.
