Hmm... I guess the Pacifista but it's mainly due to matchup. Against a human, Magellan is pretty OP and is stronger than a Pacifista in other cases.

Edit: Nvm, Puni changed my mind. I think Magellan could rot through the steel to the point where it would malfunction, giving him a chance to destroy completely. Btw, isn't Magellan a Logia?

The poison can't erode the floor, otherwise Magallan would fall through the floor.

The wax and stone floor specifically was ineffective to block solely because poison can seep through it.

In the end, wax was able to temperarily hold him off.
