His interpretation of peace does not imply peace to the others. It's merely his resolve for the moment, he's confused and disoriented and from what we've seen over the many chapters of this manga, he acts to hastily and irrationally instead of logically. In a sense, he is like how Obito was before. And from what we saw, having that sort of mentality only ends one way.
