No, it depends on the ninja's base skills since Senjutsu enhances that and if it's too low then even with Sensory, you wouldn't be able to dodge. It's different to focus on the enemy coming at you and use your sensory ability to help you time when to evade to someone instantly appearing and have fast base speed as well. FTG can also be utilize in different ways as well.
