Wasn't Itachi's goal to have Sasuke NOT go down the road he did? Now Sasuke wants to kill "his best friend," assassinate all of the kage, and destroy the now peaceful tailed beast (even though I personally don't know how given that tailed beasts are always reincarnated)!

Just like Itachi when he assassinated all of the Uchiha clan, Sasuke is attempting to do terrible things to keep the peace...

I'm sure Itachi didn't envision Sasuke being a fascist dictator either, and Sasuke's currently heading down this road. He's thinks he's found a way to achieve Itachi's ideal, but it's doomed to fail (there will still be war because of resistance) because he's going about achieving peace in the WRONG way.
