A>B>C logic would be claiming that since Hebi Sasuke > Deidara and Deidara > Gaara, then Hebi Sasuke >> Gaara. All we know is that MS Sasuke > Danzo. Its not even possible to fit Jiraiya in seeing as he doesn't have a direct connection.
I don't think a manga statement is needed to realize who's stronger between base Jiraiya and a MS user. All i'm claiming is that Jiraiya doesn't stand a chance if he doesn't go all out, which doesn't seem like a ridiculous statement to me.

Boss toads aren't making a difference. Sasuke certainly had access to Aoda at the time, yet he chose not to summon him or any other larger snake and relied on Susanoo instead for a good reason.
Danzo's regular Futon and Izanagi are more than enough to survive and effectively counter attack during any encounter with those summons.
danzo has no answer for many of jiraya’s techs like oil and fire combination,toads,swamp underworld ..etc

Sasuke needed Susanoo to survive throughout his battle against Danzo and eventually pull off a high-diff win. Jiraiya doesn't have the same luxury and he's certainly not above that level.
