Shisui would die if he was in Tobirama's era lol everyone in that era was stronger than ninjas in later generations because they grew up in a time of constant war. Shisui never been in a war, he's the same age or a year older than Itachi and Itachi seen war as a little kid but wasn't even in the academy at that point. We seen Madara speed blitz ninjas and even he regarded Tobirama as the fastest of their time. Let me put it this way, Edo Madara wasn't even trying against the 5 Kages and called the fight child's play and the only Rinnegan jutsu he used was absorb ninjutsu and only because he wasn't going straight for the kill but to test them. He made 25 wood clones, that's 1/26th the power, fight that 5 Kages who were getting beat. He wasn't even fighting EMS level until he pulled out PS which the Kages pissed themselves. MS Madara (serious) would kill all 5 Kages). MS Izuna was equal to MS Madara and he got killed.
KA is used once every 10 years and the user can snap out when they realize they aren't behaving normally as done with Mifune and in a battle between clans you will have a clannie close by to yell watch out or ask you what you are doing. Danzo is the only one you listed that had an idea of Tobirama and Hashirama and that's when they were older but Danzo never compared Shisui to his old teacher level. Kabuto didn't know the level of Hashirama/Madara/Tobirama, he only said Hashirama was the strongest ninja, said Madara's power was close to Hashirama and his strongest Edo. Tobirama getting ready to attack alone put Taka and Orochimaru on edge and that's with 1 finger.
We dont know if minato is faster than shisui without ftg as shisui got the nickname without the use of ftg..and shisui will hav no problem keeping track of minato with sharingan while bein a speed demon himself lol he can catch minato with genjutsu...come at me better bro..
Minato without FTG move so fast that he covered the same distant Kakashi at high speed did minutes before him in seconds to save Kakashi, mark the enemy, and move back to Obito and Rin then he used FTG to get the enemy before his bag hit the ground

How is Shisui going to be able to keep track of Minato? Manga already establish speedsters>Sharingan, Sasuke shows in his fights with speedsters and Sasuke have "godlike speed". Shisui was a speed demon for Jounins, who compare fast people to him? None that I remember, Minato while dead was still being compared to the fastest ninjas alive such as A and KM Naruto. If Shisui was faster than Danzo then he would evaded, he had his Sharingan actives so he would be able to see Danzo's moves yet Danzo as a Kage level was too fast for him while we see Minato react to Obito attack from behind him while Shisui couldn't from in front of him.
BTW u act like minato is just gonna be speeding all over the place and wont stop to study his opponent like he does in fights..your tell me that minato is just gonna auto-bliss shisui?? without even taging the uchiha first??...or that shisui with sharingan cant react to minato's movement speed?..dame minato must have 5th gate lol came at me
Minato can study his opponent while fighting, he did this when Obito attacked him and he deduced how Kamui worked then they fought some more and he further broke Kamui down. He has sensory ability to help his already fast reaction speed and he can quickly deduce a jutsus strength and weakness as he did with Chidori and Kamui. He can also analyze his opponent by using Shadow clones. Minato got in close to Obito and tagged him with his mark as he Rasengan him then FTG to him to stab him with a kunai while also using contract seal to rip away Obito's control over Kurama. He does this after saying Kamui being better than his FTG and Tobirama's FTG.
Sasuke with his speed and Sharingan couldn't react to Lee's speed in part 1. Sasuke with his Sharingan needed to ask Karin to track Bee's movements when he was in version 1 3 tails mode. Sasuke with his MS couldn't physically react to A's speed. Minato actually have the physical speed to react to A's fastest speed as he threw a kunai up as A's fist was right in his face then he FTG away. If you have to depend on the Sharingan to help to react to your opponent then your speed alone isn't fast enough. Itachi and Sasuke both showed being faster than some of their opponents without really needing their precognition but when they heavily rely on it, it's because their speed is slower than their opponent. Sasuke and Itachi surpassed Shisui, their speed is commented many times. Minato>Itachi>Sasuke>Shisui in base speed.
