A lot of people have been saying Sasuke's "Revolution" is a good idea and a solution to the current ninja system.
What they fail to realise is that everyone who has attempted to do it solo (and possibly manipulate others) has failed: Kaguya, Indra, BZ, Madara, Obito, Pein, Hanzo, Zabuza, Danzo... ALL of them failed.
The problem the all have is they think the power they have is enough to shape the world how they see fit, and even worse they are arrogant enough to think their way is the only way.
Ultimately all of them failed because some person(s) rebelled against their oppressors and ended their rule or the oppressors grew old and weak and again their rule ended.
Eventually when the old ruler dies either people go back to living how they lived before or a new oppressor takes his/her place
Should Sasuke win and kill all those strong enough to oppose him, eventually he will die (naturally or killed) and again the world will continue as it did before his rule.
Ultimately no matter what Sasuke does, if he does it alone, it will fail.
