As u can see sasukes seal and his eye are on his dominant side and the only way for sasuke to get double tomoe rinnegan is if he had both seals on both arms..as for madara he never had hago's seal so his mutation was not the same as sasuke's sine he only ingested a bit of ashura chakra with no seal ..it can be assumed that indra himself would get the same power up as sasuke if he got the seal same as sasuke nd would only get 2 if he had both seals..tomoe rinnegan exist as kish's way to not take sasuke/indra from there roots the sharingan while at the same time adding mystery to sasuke's new eye ...take note that Sasuke from 'The last' still only has one tomoe rinnegan which cements that he will not unlock another an will never as long as naruto has the other half of power...thank you

But Sasuke's seal is Haruma and Naruto's is Hagormoo seal?

I though it was different because he has EMS to a rinnegan, while Madara used his original MS to a rinnegan after disposing one EMS eyes from his battle against Hashirama.

The hamura and relationship has not yet been fully explored,the way how they got the seals remains in the shadows but from wat is presented from the whole hago/indra/ashura/madara/sasuke/sharinnegan connects these dots together if u think about it..an it really probably does not matter if its EMS/MS as indra had only MS nd its more plausible for him to be similar to sasuke...

its not the fact that sage had ying/yang because if u remember the sage was born with rinnegan while his son indra received a mutated version of the juubi eye/rinnegan,which likely is the reason why sasuke received a tomoe rinnegan,why indra could be the only possible candidate along with madara to get tomoe rinnegan,why madara said that sasuke was the only one to have the same sharingan as himself which explains the connection he noted,why the So6p never had it and finally why sasuke only has one on the dominant side where he has half of hago's power stored..its plausible..u need glasses

The Sage and hamura are exceptions to this sinse both were born with specific eye's that were molded into there dna from birth,Byakugan/ Rinnegan which became there roots,Hago never had the sharingan,nor is he expected to have any of its standard abilities..while his son received the mutated juubi eye which is sharingan..
