Who uses the Rinnegan better, Sasuke, Madara, or Nagato?

Give Nagato a Susano'o and Hashirama boost and he could turn the Moon into a Meteor and send it down to Earth. TBH, Madara had Sharingan and Rinnegan active and Shattered Heaven was a Mangekyo Sharingan + Rinnegan technique, not just a regular Rinnegan tech. You could say sasuke only wanted to incapacitate them physically.

Nagato, he had it for all his lifetime, he was obviously better than anyone in using it. Though I think Sasuke will surpass Nagato in the usage of the Rinnegan.
