Sai is able to fly and can create strong snakes or lions to confuse lee with numbers, his only chance to hurt lee is to outlast him,but sai has feats which would allow this.

To me it would be important to know which intel is given ?

He was only in mid air because he bounced off of Gaara as he hit him. Gai has shown us the 5th, 6th and 7th Gates but never once did he kick up the air until he used the Eighth Gate.
