Second the leader (hokage) doesn't need to fight nothing for nothing at that point, they need to be able to manage resources and use diplomacy with a silvered tongue.

They are all bound to be strong to some degree given the method they use to pick kages, you still need to prove yourself. A support type could very well (as we have seen) take the position to powerhouses. Its not just who is strongest, because might isn't always right.

heres the thing. kakashi is a top tier ninja and still fully capable of protecting the village. naruto and sasuke are the only 2 god tier ninja left. their power scaling is just ridiculous and you are acting like kakashi will have to fight people on their level but theres none like that. all these free power ups messed up the manga because now fans aren't able to think about and appreciate how strong ninjas who can't bust mountains with a single attack are.

Okay if kakashi can't become strong than simply wait for all the stronger people to die thus making him strong by default okay got ya.

The Kakashi we have currently in the manga is a ninja with high chakra reserves (yes, I called it, Kakashi DOES have high chakra reserves - he already could spam one of the most chakra-taxing jutsu in narutoverse on his own chakra, now that he won't do this, he'll have much more to use on other techniques), intellect rivalling this of Shikaku, a vast array of jutsu - some of the best being Lightning Beast (a mid to long distance technique), his Raikiri (which is so powerful that it can slice V2 jinchuuriki's arms like butter and cut through giant rocks without slowing down) and a lightning clone.

A lightning clone is unappreciated in today's arsenal of large and pompatic techniques like Kamui, bijuudama or PS, but it's extremely powerful. If anyone tries to engage Kakashi in melee, he'll be met with a full body paralysis, which is basically a KO for him, since would use this opportunity to finish him off.

Thus, a Lightning Clone is a very neat "replacement strategy" for Kakashi's now missing Sharingan reflexes. And Kakashi's a master of bunshin feints, he can pull them off in virtually any fight without his opponent noticing.

Kakashi is no longer god tier, like he was with DMS.
He's no longer demi-god tier, like he was with 1MS.
But he's still mid to high kage level now.
