Hiruzen never seems to go all out, ever. He's supposed to be high-tier, yet only throws shurikens and uses his other abilities to stalemate, for defence, etc... Its almost like he's afraid to go on the offensive and harm the opponent. That's not badass.
Minato usually gets the job done and shined on multiple occasions, but his attitude and personality... way too humble and misleadingly nice to be considered badass.

I do agree that they could've been handled better. Especially Hiruzen, he could've been a lot more.
