They made Gaara Kazekage because at the time they did not trust him, so they put him in a position of power so they could further restrain him and keep a closer eye on him.
Naruto has the trust of his village so there is no need to do the same for him, but only that, but remember they are both different villages, different rules.

His Jesus healing ability is not in play anymore, he no longer has that yang seal, just as Sasuke no longer has the Yin seal. Naruto's healing ability came from the yang seal

You don't know that for a fact. If Naruto retains his SPST jutsu, then he likely retains his healing ability.

1.Kakashi-Strong,Smart,Have life and war experiance,Can kill anyone to protect the village he is known in all Known Nations...
2.Shikamaru/Shikaku-Both are very smart and capable lack of power and Experiance
3.Naruto-Strong,Capable but still Unpredictable and he wuld not fit for paper work.....

Which is accurate. 7 Gates Gai has speed, and that's how as far as it goes. His physical strength falls short by comparison and Byakugō makes that obsolete. Tsunade is demonstrably stronger than Gai, and Sakura can replicate her feats having surpassed her. It's simple, straightforward powers scaling your measly intellect doesn't seem capable of comprehending.

- Byakugō has healed from a body cut in half. In case you didn't know, even normal humans can live for a limited amount of time after that. Short, but not instantly dead.
- And Sakura lands a hit how? What's stopping Gai from simply stepping on the rocks?
- Your logic is failed again. Gai can clearly dismember someone. Any Jounin level shinobi should have the ability to.
