The Five Great Nations have an army of 80 000 people. However, there are also other smaller Villages, so lets say that all the Villages together have an army of around 100 000 shinobi. However, there are also lots of people who didn't become a ninja. If we also count all the women, kids, man that decided to have a peacefull life, the number of people in the NV will become at th least 2 times bigger. So lets say finally, that there are 200 000 people. 1% of these 200 000 people equals two thousand ninjas. These 2000 people people are mainly high level chuunins, average at best jounins, and special jounins.
