I doubt he can, he needed Naruto's help and Naruto needed his help, that's why they fought Madara together, though Kaguya is stronger (they made Madara aa punching bag but barely landed hits on Kaguya).

I will admit madara was a very formidable foe but to call him the strongest? Um no even Naruto remarked how kaguya was stronger than madara if kaguya never came madara would've still gotten solo'd imagine if Naruto gave that much work to kaguya think if it was against madara who was remarked to be weaker?

It was stated that she just had more chakra, Madara has the experience to be a more formidable foe for Naruto.
