Nagato's CT speed

There is something that has been bothreing me for a while. It seems that Pain's CT forms a lot faster than Nagato's, which makes 0 sense.

Their start is similar, but here is the strange part.
KN6 is trapped in CT for only 3 pages and thew fourth page, CT is finished building.

In these pages KN6 made a bijuu bomb, fired it and got trapped.
In Nagato's case Naruto, Itachi and Bee could talk, plan and attack, but CT was still barely starting to form.
Pain's CT after 1 page is bigger than Nagato's CT after 2 pages.

What i saw is that Naruto, Itachi, and Bee talked, planned, and then attacked, and at the time of their attack, Nagato's CT was a lot smaller than Pain's CT, although KN6 immediately attacked.

Yup, it was obviosly plot, if it wasn't for it they would be dead right now. However, Nagato's edo body is stronger than Pain.

Kabuto gave him the intent to kill the ass pull tho was how come nagato was immobile I hate kishi did that so Itachi could seal him also nagato could have used tendo on t blade to prevent it from hitting him if nagato was completely 100% I think he wins that fight even with my fav Naruto at that time

Pain's CT is not only faster by pages, but by action too. KN6 immediately made a TBB and fired it, but Itachi,Bee, and Naruto talked, planned, and attacked. However, when KN6 attacked the CT was a lot bigger than when, Naruto, Bee, and Itachi attacked.
