1) Naruto's goal throughout the manga was to save Sasuke
2) Naruto has to end the cycle of hatred. Killing Sasuke adds to the cycle of Hatred.
3) Naruto promised to save Sasuke and not to kill him and Naruto's nindo is to never go back on his word.
