It doesn't matter if he wielded it longer than him, Madara got Kamui and instantly Kamui'd himshelf which took kakashi 20+ years to do, Madara, the second Madara got his EMS he got PS which took sasky 1 day to get, and thats with hago's powerup, he got the rinnegan at old age and he instantly removed the seal hago made on Gedo Mazo.

Madara already knows the full power of the Rinnegan and Madara knows how to use them all very well, the argument that your using is not going to hold.

It was stated by the tablet that whoever has double rinnegan and gets close to the moon gains the third eye. Guess who had double rinnegan and wrote the damn tablet? Moreover, Hagoromo gave Sasuke his rinnegan with six tomoes. He obviously had the 3rd eye. In anycase, apart from casting IT, the 3rd eye did nothing for Madara. It has no feats.
