Rabbit Goddess Kaguya = Pre-fruit who was beloved. Hagoromo said she was always a goddess.

Maybe she didn't willingly merged with it. That was probably the price of eating the forbidden fruit. Recent chapter implied that she was under the influence of the Shinju fruit.
